    With a small group of cadets can this still work we have like 10 active cadets can this chain of command still work

    I believe a chain of command is necessary for any number of cadets. Although, with only a limited number of cadets the staff will have to be limited so there will be a enough cadets to make a flight. Perhaps with 10, going with just a Flight Commander and Flight Sergeant would be best until your numbers go up.
